You can't control what you can't measure.  Part of the problem with security
policies is that it is difficult to know if a policy is adequately enforced
or even if it correctly matches a measurable security need. Today's security
offices are asked to create a security policy for and org, then ensure
corp-wide compliance with that policy.  Without the , it's not very easy to
do.

An IDS helps identify attempts to circumvent or violate security policy,
both from the inside and outside the network. The system helps track
threats, respond to threats, and modify security policy to manage and reduce
overall risk.
